The lottery as a fundraising instrument
Prize draws in the Indonesian archipelago existed as far back as the Dutch colonial administration. The lottery was used as an instrument to raise funds for development projects and social activities. The basic concept was simple: people bought numbered coupons, then the winning number was drawn. This pattern became the seed of a long-lasting number-guessing prize culture in Indonesia.
Lotto (Lottery Totalisator) and regional draws
In the 1960s the term Lotto appeared, short for Lottery Totalisator. This is where the word totoin “toto gelap” would later come from. Various regions ran prize draws with similar schemes. Prizes and the draws themselves were regulated by regional governments, and part of the sales proceeds went toward development. This was the period when guessing draw numbers began to take root as a popular habit in society.
Porkas, a football-based prize coupon
On 28 December 1985, the government launched Porkas (the Porkas Football Prize Coupon). The scheme involved guessing football match results, on the argument that Porkas was not gambling but a donation draw. The funds raised were directed toward national sports development, which was underfunded at the time. In practice, Porkas quickly became a mass number-guessing phenomenon that reached nearly every layer of society.
Name changes: SOB and TSSB
Due to social pressure and criticism that Porkas was essentially gambling, its name and scheme were changed several times. Porkas briefly became SOB (Sports Prize Donation) and then TSSB(Social Donation Prize Token). These name changes were an attempt to preserve the “social donation” image, but in the public eye the number-guessing prize mechanism stayed the same.
SDSB, the Social Fund Prize Draw
SOB and TSSB were halted and replaced with a new format called SDSB (Social Fund Prize Draw) starting on 1 January 1989. SDSB became the largest and most widespread legal prize draw of the New Order era. Coupons were sold far and wide, reaching remote areas, and the money in circulation was enormous, which also fuelled increasingly loud social unrest.
Waves of protest and the dissolution of SDSB
Running SDSB triggered widespread protest, especially from students and religious figures, who saw the draw as disguised gambling that harmed the economically vulnerable. Massive demonstrations demanded that SDSB be stopped. The government eventually revoked the SDSB licence in 1993, ending the era of state-sponsored national prize draws.
The birth of the term “Toto Gelap”
After the official draws were banned, the habit of guessing numbers did not disappear; the practice simply moved into unofficial, unlicensed channels. This is where the term “Toto Gelap” or togel became popular: toto inherited the Lotto/totalisator name, while gelap (dark) signals that the practice ran covertly. Local operators ran regional markets with a variety of reference numbers.
The internet era: the shift to overseas markets
As the internet arrived, the number reference shifted from local draws to the openly published results of official overseas lotteries, especially Singapore (SGP), Hong Kong (HK), and Sydney (SDY). The Origin of the Word “Togel”
The word togel is an acronym of “Toto Gelap”. The toto element inherits the term Lotto / totalisator from the era of official draws, while gelap (dark) signals that after SDSB was dissolved, the practice ran covertly without state permission. So the name togel itself records the trace of its transition: from a legal draw into an illegal practice.
Why This History Matters
Understanding this chronology helps place togel in the right context: it is not a new phenomenon but a continuation of a draw culture that was repeatedly legalised then banned because of its social impact.
